Doylestown and Bethlehem, PA – Eastburn and Gray is pleased to announce that Jennifer Walters Brown, Esq. and Richard H. Maurer, Esq. joined the law firm effective February 1, 2024.
Ms. Brown will work from the firm’s Doylestown (Bucks County) and Blue Bell (Montgomery County) offices. She is an attorney in the firm’s Municipal Law and Taxation practice groups where she practices exclusively in municipal business tax compliance and enforcement. When municipalities are seeing their revenues stagnate and their expenditures rise, Ms. Brown understands the critical importance of ensuring that existing business taxes are enforced and collected before considering the imposition of new taxes or increased tax rates.
As a municipal tax solicitor, Ms. Brown assists municipal finance departments, auditors, and outside collectors with enforcement and collection of Business Privilege Taxes, Mercantile Taxes, Local Services Taxes, Amusement Taxes, and other Act 511 taxes. She provides legal advice for municipalities regarding the application and enforcement of local business taxes. Ms. Brown has also drafted Business Tax Regulations and updated Regulations for many taxing authorities across Pennsylvania.
Mr. Maurer will work from the firm’s Bethlehem (Lehigh County) office. He is an attorney in the firm’s Municipal Law, Litigation and Taxation practice groups.
His litigation experience has ranged from class actions to civil rights, with a wide variety of cases in between. Mr. Maurer was drawn to trial work at Georgetown Law, where he focused on evidence, procedure, and legal history. He began his career in the courtroom, serving as an Assistant Public Defender in Reading, Pennsylvania and since then he has taken about 40 cases to jury trial, with many more bench trials, civil and criminal. As a faculty member of the National Institute for Trial Advocacy, he returned to Georgetown Law in 2017 to teach direct and cross examination for recent graduates. Prior to joining the firm, Richard was a private practice attorney in Philadelphia and Lehigh counties for nearly three decades.
